Stakeholders of the Nahoon Estuary met on 16 May 2019 to establish the Nahoon Estuary Management Forum. At this meeting a Constitution was adopted and office bearers elected.

The Forum was established in terms of the National Environmental Management : Integrated Coastal Management Act , Act 24 of 2008, National Estuarine Management Protocol as published in the Government Gazette of 10 May 2013 ( No 38432 ), Section: Institutional Structures  which provides that “ any established estuary forum can be regarded as informal additional advisory bodies for facilitating  the implementation of project plans identified in the Estuary Management Plan for that estuary, and to foster  continuous stakeholder engagements”

The Nahoon Estuary Management Plan , promulgated in the Eastern Cape Provincial Gazette of 19 December 2016 Notice 41 of 2016 ( Notice 3777) provides for an Management Forum/Working Group “ as a mechanism to facilitate regular feedback to stakeholders , to monitor activities and for information sharing”

At a formal meeting held between the Nahoon Estuary Management Forum and the Buffalo City Metropolitan Municipality on 17 July 2019, the Buffalo City Metropolitan Municipality officially recognised the Nahoon Estuary Management Forum and agreed to engage with the Forum on a continuous basis to facilitate the implementation of project plan identified in the Nahoon Estuary Management Plan
